Description

Abstract
The SICOMAR plus project tackles the common challenge of navigation safety and the quality of the transnational marine environment. The general objective of the project is to reduce the risks associated with navigation accidents and their consequences on human life, goods and environment. This is achieved by creating a coordinated system of governance tools, highly technological and innovative surveillance methods and new safety services at sea. SICOMAR plus aims at launching a shared strategic planning action which, through the definition of a joint monitoring plan and a joint plan for navigation safety and pilotage, identifies solutions for navigational safety in high-risk marine areas within the cooperation region. The project has concrete objectives: investments to improve the coverage of monitoring networks, increase the effectiveness of forecasting systems for risk reduction, services for safety at sea and environmental protection, data sharing and interoperability. Main actors and recipients are the Public Administrations, their agencies, research centers, citizens, private economic operators, environmental associations. The integrated cross-border approach covers many aspects: the integration of networks and systems for monitoring and data sharing, the implementation of forecast models with reduced uncertainties, the demonstration of piloting and emergency management services. Communication initiatives will be activated to increase awareness of the targets involved in the integrated management of safety at sea and training for maritime personnel and stakeholders. The innovative aspect concerns both the method and the tools: coordination of governance tools, technologically advanced surveillance methods and new safety services at sea.
